To create a generation of healthy and empowered youth free from the dangers of cigarette-smoking, alcoholism, and drug abuse, contributing to a safer and more productive society.

To implement a comprehensive prevention and control program in every school nationwide that educates students about the risks of cigarette-smoking, alcoholism, and drug abuse, and equips them with the knowledge and skills to make informed and healthy choices.
